While there are many options for configuring dev ops pipelines, there is a strategy that you can apply when defining merge and deployment pipelines for your organization that will make your dev ops strategy easy to implement and support over the life of your applications.  Done properly, it becomes feasible to implement and enforce separation of duties for deployment, satisfying concerns about a developer being able to deploy code all the way to production without any controls.
