Applying Parse-XML does not work properly post upgrade

Summary
User upgrades from PRPC 6.2 SP2 to Pega 7.1.8 and notices that the Apply-Parse-XML method does not work properly. User has a Parse-XML rule with a repeating loop. Its first iteration gets values. However, from the second iteration onward there are no values.

Steps to Reproduce
- Upgrade from PRPC 6.2 SP2 to Pega 7.1.8.
- After the upgrade, call the Apply-Parse-XML method, which in turn calls Parse-XML rule.
Root Cause
This is a backward compatibilty issue.
Resolution
Perform the following local-change:
Add the following DSS to resolve the issue:
Owning Ruleset : Pega-IntegrationEngine
Purpose: switchToOldAssembler
