Adding "&" in string without space doesn't display correctly

Summary
When user gives "&" in the label of link, ifor example P&P, the label of link is displayed as PP_.
The generated Html is replacing & with underline after the letter, user wants it to display as P&P.

Steps to Reproduce
1. Log into application.
2. Launch the respective portal.
3. Navigate to taxonomy and create the new taxonomy with the name "P&P".
4. Create the content with the same category, in category drop-down the name is not displayed correctly.
Root Cause
The & followed by character which will be treated as accesskey ( hot key).
So in the browser it is displaying underscore of that character. Pega engine will generate accesskey attribute on that element and browser take care of processing the event.
Resolution
Perform the following local-change step:
Implement "&Character" in the label of link to display to the user as "&Character".
Note:To show user as "&Character" when label of link is given as "&Character", it has been taken as enhancement request provide a fix in the future release.
