AECP create Reporting rule issues

Summary
When we try to create a new reporting rule - We get error as this
.pyAccessGroupsAdditional(1): AECPOutbound:Armenia is not a valid entry
.pyAccessGroup:AECPOutbound:Armenia is not a valid entry.
Pls refer screenshot attached for error msg.
Error Messages
.pyAccessGroupsAdditional(1): AECPOutbound:Armenia is not a valid entry
.pyAccessGroup:AECPOutbound:Armenia is not a valid entry.
Steps to Reproduce
1. Login to AECP instance.
2. Naviagte to Manage Reporting rules tab.
3.Click on Create New Reporting rules and select Destination Name
4.Click on Sumbit button.
Root Cause
PreRequisite has incorrect reference to a non-exisitng ruleset
Resolution
HFix-20874 fixes the issue
