Campaigns do not complete post upgrade

Summary
The UpgradeProgramRunQueueItemsTo74 activity browses for System-Queue-ProgramRun queue items and performs a re-queue on them for the ProcessWaitFlows agent. This results in loss of any existing program run queue items during upgrade. The new wait queue items might fail when they are processed.

Upgrade to Pega Marketing 7.4.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-44122.
