Custom attachment category is not selected as default

Summary
A custom category is created and set as the default in the Attach content control. At runtime, on attaching any file, the default category is 'File' instead of the custom category.

Steps to Reproduce
- Create a custom category.
- Select the custom category as the default in the Attach content control.
- At runtime, attach any file.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-54618.
