Custom header values over SOAP Connector request goes blank

Summary
In Pega 7.1.7, SOAP Connector requests with custom headers, the values of the headers are blank; the tags are getting populated but with blank values in-between.
Error Messages
SOAP Service fails because of missing request information
Steps to Reproduce
Add the custom headers on the Request tab of the SOAP Connector and run the request.
The request header populates the tags but the values between the tags are missing. The request body looks fine.
Root Cause
Issue manifests due to incorrect configuration under Rule-Connect-SOAP.pzAddCustomHeadersToSoapEnvelope.
Resolution
Hfix-20726 address this issue.
