Customized label control format display issue

Summary
User created a new label control format in their Skin level rule to customize the label font in their application. After creating, user is trying to call that label control format in their presentation tab "Label control" format autocomplete action dropdown in the text input properties. New label control is not displaying there.

Steps to Reproduce
1. Create a new Label Control Format in the application skin.
2. Open a section.
3. Click the gear icon for Label cell.
4. Open the Presentation tab and check the Label format.
Observe that the newly created label is not available in the dropdown.
Root Cause
An issue in the custom application code or rules Skin in the Operator's Preference overrides the Application skin.
Resolution
Perform the following local-change:
Use the application skin in the Operator's Preferences.
