'Edit in Excel' inconsistent behavior in Data table

Summary
'Edit in Excel' link is not displaying - it only shows up after editing a row and returning to the list. Also, newly added records by Excel editing cannot be deleted.
Error Messages
No error message in log or screen.
Steps to Reproduce
Open 'Search and Edit' screen from a delegated link
Root Cause

Resolution
This issue is resolved through a change to the design of this process. Open URL in window that is used instead of directly calling the list view action when delegating to business users.
