Error occurs and Property Optimization does not work

Summary
Error occurs when running the Reporting Optimization in the on-prem Pega 7.1.7 system.
The Status of the job is New, a few jobs are stuck, and the query is run in the database. However, the status does not update to Completed in the frontend.
Error Messages
Column Population Job is in Progress For Class. Please run the optimization wizard once the pending job is completed

Steps to Reproduce
- Navigate to the Application Explorer.
- Search for the Work class.
- Right click Property and click 'Optimize for reporting'.
- Perform Optimization for properties
Root Cause
The issue occurred because Property/Optimization agent was down.
Resolution
As a local-change, starting the Property/Optimization agent.
