Expand/Collapse does not work on first click

Summary
The “Expand/Collapse” click event does not work on the first click. It takes two clicks for it to working. This is true if all layouts/sections are initially collapsed.
For example, pxLink configuration:
This takes two clicks to expand the layouts.

Steps to Reproduce
1. Use a control with a click event such as a pxLink and configure it to perform an "Expand/Collapse".
2. Place this control in a section where at runtime all collapsable layouts/sections are initially collapsed to observe the issue
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is scheduled to be resolved in Pega 7.1.9.
