Hover message on click of Expand\Collapse layout is inconsistent

Summary
Displayed hover messages is inconsistent in the application.
For example, if it is collapsed then hover message should be 'Click to Expand'. If it is expanded, then hover message should be 'Click to Collapse'.

Steps to Reproduce
- Log in to the application
- Configure an expand and collapsible layout
- Run the flow and hover over the Expand\Collapse icon of the layout
Root Cause
A defect in Pegasystems’ code or rules. The tooltip truncates if it contains quote (') and appends the other text to expand or collapse.
