Inconsistent behavior when clicking Save button

Summary
Inconsistent behavior when clicking the Save button in the user and the manager portals. The client side validation message triggers when clicking the Save button in the user portal whereas, the message does not trigger in the manager portal.

Not Applicable.
Steps to Reproduce
- Log in to the application
- Configure a few fields with required validation
- Submit a case without providing values in the user portal and the manager portal
Root Cause
This issue was determined to be a product enhancement request.
Resolution
An enhancement request, FDBK-60352, has been created for consideration by Pega Product Management.
