Issue in Customizing the memo text for an audited rule

Summary
The audit history text is not getting localized with Pega 7.1.7.

Steps to Reproduce
1. Save a class instance.
2. Create pyTrackSecurityChanges Data transform and also Trigger for the same class.
3. Create field values for the properties which are being saved as part of step 1.
Root Cause
A defect in Pegasystems’ code or rules: addMemoForSecurityChangeTracking.
Resolution
Apply HFix-29000.
