JavaScript error after clicking Create with HFix-9619

Summary
After applying HFix-9619, a JavaScript (JS) error occurred when Create was clicked.
Root Cause
Two asterisks (*) were present in the URL. SafeURL was trying to decrypt the string up to the first occurrence of *. Instead it should look for the last occurrence of * within the URL.
Resolution
Apply HFix-9993.
