Manage Operator Systems does not restrict view

Summary
When using the Manage Operator Systems feature in Autonomic Event Services (AES), adding a subset of systems to a user does not restrict the user from viewing other systems.

Steps to Reproduce
- Copy an AES User to create a user account.
- Log in as an AES Developer > Open the Manager portal > Go to Manage Operator Systems > Select the new user created in Step 1 and assign it to a single AES system (AES must monitor multiple systems). Click Finish.
- Log in as the user and view the systems.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-39225.
