ManifestList tag not seen in BIX XML manifest in 6.2 SP1

Summary
In BIX 6.3 SP1 manifest file, there is exists an outer <ManifestList> tag which is not seen in BIX 2.3 SP1 on PRPC 6.2 SP1 version.

Steps to Reproduce
Run BIX XML manifest on 6.2 SP1 and 6.3 SP1, and observe difference.
Root Cause
A backwards compatibility defect in Pegasystems’ code or rules.
When BIX enhancements to provide support for manifest files was backported to BIX 2.3sp1 the outer <ManifestList> tag was left out.
Resolution
Apply HFix-25789.
