Modal dialog not opening in modal window

Summary
After upgrading from PRPC 6.3 SP1 to Pega 7.1.8 the modal dialog is incorrectly opening in the parent section/assignment itself. This happens in both IE 8 and IE 11, with and without compatibility mode.

Steps to Reproduce
In the pyWorkToolbar, add a link control with onClick event to trigger a local action and set the target as model dialog.
Root Cause
Undetermined.
Resolution
This issue is resolved through the following local change: Save the rule into a higher version.
