Steps to Reproduce

1. Create field value rule for modal window button tooltips where field name as pyToolTip.
2. Provide translation in localised version of that field value. 
3. Check at runtime that modal window button's tooltip is not localized.

Root Cause

For modal window button tooltips creating a field value where the field name is pyToolTip will not work.

Resolution

Create a field value where the field name is pyMessageLabel for modal flow action buttons.
