No agent is running in the dev system

Summary
No agents are running on any nodes. After a restart the agents do not display on the Agent Management screen in SMA, and no agent processing is taking place. From the logs, the Master agent does not appear to be running.

Root Cause
A defect or configuration issue in the operating environment
The Enable Default Connection Factories setting in Weblogic had been overridden.
Resolution
Make the following change to the operating environment: Set the "Enable Default Connection Factories" setting to "true".
