Popup should not appear when there is no changes in report

Summary
Confirmation message "You are about to close an open work item which has changes that have not been saved." is displaying while closing NOT edited Work Item.

Steps to Reproduce
- Open any existing Report Definition.
- Try to close the Report Definition Tab. It will prompt popup message which is not suppose to.
Root Cause
This is an expected behavior
The dirty pop up whenever a change to any ruleform is made.
Resolution
Perform the following local-change:
Include a non auto generated section in the harness, launch it with the below code:

</script>
