prpcServiceUtils does not work with user defined service package

Summary
Post upgrade to Pega 8.2.2, prpcServiceUtils Export only works when the user updates the application accessgroup to SystemManagement service package.
Error Messages
"Unable to open an instance using the given inputs: pxObjClass = "Rule-Admin-Product", pyProductName = "DMC_Product", pyProductVersion = "01.01.60"
Steps to Reproduce
Execute prpcServiceUtils from Jenkins.
Root Cause
A software use or operation error.
Resolution
Perform the following local-change:
- Update the SystemManagement service package with PRPC:Administrators accessgroup.
- Select the Authentication checkbox.
