pxCreateOpName not populated for URL after installing HFix-30104

Summary
pxCreateOpName not updated in pc_link_attachment table for URL's.
After installing hotfix "HFIX-30104" , the property "pxCreateOpName" is populated for files attached to a case but not URLs attached.
When checked the database table for a value in column "pxCreateOpName" for the new record it is showing null.

Steps to Reproduce
1) Create or open an existing case.
2) Click Attachments tab in the right panel.
3) Click 'Add' button, followed by option "Attach a URL".
4) Complete the form displayed and submit.
5) Check the database table for a value in column "pxCreateOpName" for the new record.
Root Cause
A defect in Pegasystems’ code or rules. When linking a Link-Attachment to Data-WorkAttach-URL, the pxCreateOpName is not being set.
Resolution
Apply HFix-30411.
