'Refresh when active' does not function on harness tab

Summary
Business requirement is to refresh a Work-List whenever a Work-List tab is active. OOTB 'Refresh when active' option doesn't function on the Work-List tab.

Steps to Reproduce
1. Login to user Portal.
2, Transfer an Assignment to your Work-List.
3. Click on the Work-List tab to see if the latest assignment is present in the Work-List.
Root Cause
The 'Refresh when active' configuration will not work when the configured tab is a Harness. If the configured tab is a Section, the 'Refresh when active' active works fine. It is an expected behaviour.
Resolution
In the future product release, the plan is to remove the option of 'Refresh When Active' when Harnesses are configured as tabs to avoid confusion. Moreover, Harness tab itself is not recommended now. The best practice will be to reconfigure the Harness as Sections. Use of Harness results in slower load times for each static tab and unnecessary thread creation and management, since each Harness is opened in different thread
