RefreshLogConfiguration not refreshing the log configuration

Summary
Developer reported that RefreshLogConfiguration Activity is not able to reflect the changes made in the prlogging.xml unless server restart is done.

Steps to Reproduce
1. Modify prlogging.xml (add an appender for instance).
2. Run RefreshLogConfiguration activity. The new appender is not found in the log folder.
Root Cause
ClassCastException is generated when LogHelper.reset() is called which is consumed without even reporting it.
Resolution
Apply HFix-34295.
