Required check does not work in repeating dynamic layout

Summary
Required check does not work for an input in a repeating dynamic layout. This occurs on using a When condition for the Required setting and the first element in the repeating dynamic layout is nonessential.

Steps to Reproduce
- Create a repeating dynamic layout with a section include.
- Add an input control with a Required condition (such as, .pyLabel == 'B') in the section.
- Initiate data for the repeating layout such that the input in the first row is Optional and the input in the second row is Required.
- Submit the process step with the section created.
Root Cause
A defect in Pegasystems’ code or rules.
Server side When conditions are not considered.
Resolution
Apply HFix-50678.
