Required option not present on Default control after upgrade

Summary
After upgrading PRPC 6.1 SP2 to Pega 7.1.7, all fields with pre-existing 'Default' control no longer hold the "Required" option in the properties. As a result, this validation no longer fires at runtime.
Newly created controls do not have this issue.
This option highlighted in the below screenshot is missing.

Steps to Reproduce
1. On a PRPC 6.1 SP2 system, create a section with cells that are configured to use Default control.
2. Upgrade to Pega 7.1.7.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved by HFix-22347.
