Revision Manager (CDH Portal) does not display propositions

Summary
Propositions are missing in the Decision Data rules. The propositions do not display in the Revision Manager portal. However, the Decision Data propositions display when the Decision Data rule is opened in the Developer portal.

Steps to Reproduce
- Create a new application overlay.
- Include a Decision Data rule with propositions in the overlay.
- Create a revision and a Change Request (CR) that includes the Decision Data rule.
- Log in as the assigned operator to work on the CR and open the Decision Data rule. The propositions are missing.
Root Cause
The adding of Decision Data to a CR includes a 'Refine selection' step to include Propositions.
Resolution
Here's the explanation for the reported behavior:
The below screenshot displays '0 of 5 Propositions included'. Choose this rule to select propositions.
