Slow performance for Check Out to Branch

Summary
Developer environment has slow performance, when copying rules from locked rulesets using Private Edit or Check Out To Branch selection.
Prior issue with SaveAs was addressed with HFix-24016, but this operation is still slow after applying hotfix.

Steps to Reproduce
Attempt to save a rule instance that belongs to a locked RuleSet, clicking the down arrow labeled "Private Edit" and selecting option to "Check out to branch".
Root Cause
A defect in Pegasystems’ code or rules was identified and addressed via hotfix.
Resolution
Apply HFix-25466.
