Summary
Special characters display in the User Interface (UI) on loading the screen.

Steps to Reproduce
- Configure a Rich Text Editor (RTE) control
- Write some data and Submit.
- Refresh the screen and load the RTE with the same data.
Root Cause
A software use or operation error: User Defined Functions (UDF) are corrupt.
Resolution
As a local-change, drop and reinstall the UDFs.
