Swift MT410 and MT499 do not work

Summary
A few field values ( For example, 32A) do not render while using Swift message MT410. The out-of-the-box RULE-OBJ-ACTIVITY PEGACOMMBANK-SWIFT-MT410 ASSEMBLEFIELDS #20190807T075524.242 GMT activity does not invoke the latest rules in the ruleset version pointing to Pega-Commbank 7.11 rules.

Steps to Reproduce
Introduce Swift message MT410. The created message does not contain all the field values.
Root Cause
An issue in the custom application code or rules. The Message Types (MT410 and MT499) are not provided out-of-the-box in the Smart Investigate application. Requirements for the types of templates are custom developed on top of the application.
Resolution
Perform the following local-change:
Implement the required Message Types and associated reference rules.
