Switch to other portals popup not localized

Summary
A popup with a message to switch to other portals, along with the 'OK' and 'Cancel' buttons (in the popup), is not localized to German.

Steps to Reproduce
- Launch the Case Worker portal.
- Navigate to switch the portal from the operator Menu and switch to any other user portals. A popup is generated for confirmation in English.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-38678.
