Third party codec jar cannot be properly imported into PRPC

Summary
When attempting to import a third party jar with TIFF /PDF conversion codecs into PRPC the following error is produced in the logs:
"Unable to find a Java codec that supports the requested parameters"
Following import none of the classes in the jar file can be found in the pr_engineclasses table.
Resolution
This issue is resolved through the following local change: Load the codecs onto the server and use “javax.imageio.ImageIO.scanForPlugins()” to proactively load all the codec plugins.
