Unable to stop writing History with FilterHistory as WRITE_NONE

SA-24294

Summary

WRITE_SOME of System Settings "FilterHistory" rule is changed to WRITE_NONE, but the application still writes in History tables for few cases.
One such instance is, whenever stage changes, Pega application automatically adds audit note using the function definition given below:
CaseTypeFUApzStageMethods--(PublicAPI,ClipboardPage,StringMap) Pega-ProcessEngine:07-10-11

This function is available in Final and is called by Pega out-of-the-box features. Since audit notes are not null, Pega will store record to history table in this case.
