User is not able to create reports in public categories

Summary
Only users with check-out privilege can create reports in public categories.
Also all users should be able to see only a limited set of properties in the data explorer. This was implemented using the data transform pyReportEditorProperties as suggested in the post:

Root Cause
An issue in the custom application code or rules.
Resolution
Apply HFix-29082.
This hotfix includes changes so displaying custom properties in the data explorer (while editing a report) is determined based on an available when rule (pyReport_ShowCustomProperties).
Once the hotfix is installed, copy pyReport_ShowCustomProperties to the local ruleset and make changes to show custom properties as required.
